How to make a personal website.

My computer skill is so bad so i want to do some practise to improve it. I want to make a personal website but i don't know how to do it. First, i think i need to find some areas to make my website, but i don't know what to do. Does anyone can tell me what should i do ? ( because i don't have enough money so i want to do it free. Someone told me if you make a website it will cost a lot of money. Really ??? I think maybe i can do it free, can you help me ?? ).
I hope someone can help me and if i can finish my website i hope everyone can see it and tell me what should i do to improve it.

I suggest looking up some tutorials on the net, for either html coding, or using an application that will do it for you (frontpage - it comes with microsoft office).
Build your site then host it on the net.
Use a free server like http://www.geocities.com or http://www.angelfire.com to host it.

the easiest way to do so is www.piczo.com. I've tried many sites but this one is by far the easiest and least complicated.

Just take free lay-outs .. edit it , host it somewhere.. and thats it
