So theoretically if Inter finish outside the top 4 in Serie A and win EL will they then take the CL spot from whoever finished 4th in the league? Kind of like what happened when Chelsea won the CL and stole Spurs’ spot the following season.

You mean team that didn't qualify for CL wins EL? 5 spots per league is max with new rules. If inter did it then there would be 5 ITA teams in CL 2019/20. Some lower league team starts one round back or sth.
