Actually, that's not how Italian grammar works. Thanks for trying to explain it to another Italian (me) who has lived there most of his life.

Lo is only used as the pronoun when, in a masculine word, an S begins the word and is FOLLOWED by another consanant e.g. lo studente. Ts is NOT an Italian sound, so it doesn't matter if you think it SOUNDS like an S: it doesn't and it begins with a T. If you want to take it a step further, the word origin for Tsar dates back to Ceasar or, in Italian, Cesare, which would infer that the Russian word borrowed the word and mangled the sound to its current form. The proper thing to do then would be to assign it similar grammar rules instead of translating it from Italian -> Russian -> Italian and corrupting it even more + trying to explain some idiotic reason for not paying attention to basic grammar.
