From City's perspective, it doesnt matter much whether the payment comes after year 1 or year 2. 20 million or so doesnt do much to their cashflow statements I'm sure.

For us, paying 20 million two years later rather than a year later, will be a big deal.

Nice deal, if true. Logical and nice. City gets their compulsory purchase bit, Milan delays payment for yet another year.
