He doesn't need to be built anymore. He already got a reaction from the fans. Plus he got AJ, the only relevant diva in the wwe.

At least that's what the creative's thinking. They never bother to build any over guys like him, dbry and orton because the crowd will always get behind them anyway.

and if they keep him heel he should be built up as a future opponent for cena/face punk or a part time star.
