Different times, different positions, technologies, opponents, etc.

You can put them in tiers. Maldini, Baresi, Pele, Maradona, Messi, CR7, R9 probably (debatable longevity) = Tier 1

For instance during the World Cup 2014 everyone was sucking him off when he scored 4 goals in the group stage (Bosnia, Iran, Nigeria), but somehow later on, especially in the finals it was that dastardly Higuain and Aguero who didn't do "their job" as strikers.
