One time is nothing. Milan have to qualify for CL every year. The CL and marketing go together.

They need to increase the club revenue to at least 450-500 mil. Then signing 40-60 mil players like Chiesa, Locatelli won't be a problem.

For big revenue clubs it's only a problem if they lose a talent who goes on and become a player like Messi or De Bruyne.

Losing a player for 15 mil who becomes a 40 mil player is not a problem for a team with over 500 mil in revenue.

To guarantee top 4 Milan need ready players like Ziyech, Giroud, Sabitzer.... Players like Pobega are only good as backup if they fit into Pioli's system. But if they are not a perfect fit and Milan can raise 15 mil, then they can use that to invest in ready players and maybe some cheap foreign talents (less than 10 mil ).

I dont think there should be an issue with increasing the fan capacity in stadiums as long as they?re requiring the vaccine card. Most teams need to get their revenues up. Vaccinated people have rare chances of infection, hospitalization and fatality. And it could be devisive for italy to get more people vaccinated.
Alot of nations are returning to full capacity, and there?s definitely more potential than iirc the reported 30% theyre planning to start next year with.
If theres anything that you can learn from England is that the Italian beauracracy can do a lot more for Italian football. Our new stadium getting delayed is a good example of so.
