Nah, the gaps are way bigger than you give credit. France is lightyears away from Germany/Italy and all this while they're having a good run. Soon the tide might turn. Their fight is with Portugal and Russia.
As you keep shedding past years, the difference between France and Germany keeps dropping. In 2019 ranking, France is only 9 points behind Italy and Germany. With only last season and this season so far, they are ahead of Germany. Who knows - with the way EL is, I can totally see French teams getting more points than German teams for a couple of seasons and that's that.
My point is that with the system being so broken, it's not easy to predict just on the basis of the relative quality of leagues. Fluke point-scoring can easily happen.
To further illustrate my point, take a look at the 2008 ranking table:

France (52) ahead of Germany (48) and Russia (43) and the 3 of them seem engaged in a fight for the 4th place. Italy is quite a bit ahead (60) in 3rd place, 12 points ahead of Germany. (Only 9 pts gap between France and Germany in 2019 rankings).
Fast forward 2 years to 2010 and Germany has caught up with Italy. They would overtake them in 2011.
