More talented yes, but Lukaku develop faster than Mario because of his fighter personality. Balo got a lazy mindset, this makes Lukaku a better player in general and a better investment for now and the future. Everything Mario has is just talent, you need the hunger to succeed.

I would, and lets face it, having both is not possible in this Milan. Lukaku & SES partnership is more deadly. And both would cover a lot of space, would remind me of Suarez & Sturridge.

It depends on the playing style. If a team plays with a target man and aerial wingers, yes, Lukaku would be better than Balotelli. Lukaku is bigger, stronger, better in the air, and crushes defenders more. Balotelli can better win one on one challenges, create more chances, score better goals, and forces people to game plan for him specifically.

It all comes down to usage and tactics.
