Realistically since we will not play in the CL and we cannot go for high waged players I think something like this could do:

Deal to bring in Astori and Murru (I hope he is a defensively reliable LB) for something in the region of 15m. We can bring this down by offering players in exchange.

Bargaining chips: constant, Birsa, Saponara (loan), Nocerino, Silvestre, Zaccardo.

Bring in Cerci (also bring down price by including players)

Bring in Rakitic (Jorginho would have been great). Players with a higher salary such as Nocerino could be used since Sevilla can afford those wages.

Bring in a good young GK

I see no reason why we should keep the likes of Mexes, Essien, Kaka, Robinho and perhaps use the money saved from their wages to buy another good attacking option (modern striker or another winger).

Niang could also be sold for a rip off price or a trade with Remy Cabella.

I think I wouldn't mind to sell Balotelli and use the money generated from that sale to buy Immobile and Cerci.

Another gutsy move would be to try to swap Robinho with Ganso. Or if there's some way to convince Sevilla to take one of our players (maybe Honda?) and bring down Rakitic's price (Andre Ayew would be another good option). Ideally we should get both, we need 2 midfielders with good technique in midfield.

If Rami's price is low we should buy him.

We can also try for Musacchio (free) and Murru could be worth the risk considering he's free also. Astori if he can be bought for a cheap price would also be a good option.

A GK is also needed.
