Makes sense, although I'm not sure Paqueta's departure is as certain as it seems. Milan are in most likelihood playing hardball with Lyon and insisting on a permanent deal, while Lyon would like an option to buy or alternatively, obligation to buy in case of CL qualification, equivalent to Suso @ Sevilla.

Wouldn't 14 days be quarantine be for someone who didn't have covid? In that a case a negative result could still come if someone got covid recently and it hasn't spread in his body. For someone who has had covid and then has 2 consecutive negative results it pretty much guarantees he doesn't have covid anymore.
