I think both maybe true - he got fired because of the poor market and wanting more money this summer and the budget is indeed the same amount as the past summer.

The work of Maldini and Massara would certainly need to be re evaluated at the end of this season. It was not really only the last summer window. If you take the work done since the winter market of 2020/21 it has more misses than hits and it's weirdly getting worse. There's also a clear weakness in identifying offensive talent.

Still that's not anywhere reason enough to fire them. Specially cause the ownership and Pioli also need to take a fair amount of blame.
Pioli dropped the ball hard this season. He is also looking like those coaches who will just stick to his plan at certain point and die with it, giving up on alternatives and talented players on the way.
Cardinale still didn't spend a fucking dime on the club and that showed in January when it was so obvious that the team needed help and he and his wallet was nowhere to be seem and we're quite lucky it didn't cost the club immensely.

I really do think it's down to role more than results. Maldini and Massara did a better job while under Elliott's leash. They fought for bigger role and responsibility last summer and won but then they didn't deliver. Cardinale certainly looked at it and had no reason to be impressed.

Now... It's not the banter and broke Milan Elliott bought anymore. We're going for the third season with that sweet CL money. There was a Serie A trophy, there's a pretty valuable squad. Revenues are a lot higher than it used to, and it's going up. Cardinale got a club in order and with expanses under control.
We need the next step, this is Milan and not Udinese and we don't need a Pozzo. You can't have 50M markets anymore. I just don't see yet if Cardinale has any idea where he's now. All I see is a businessman really struggling to pay his big buy and barely putting his foot on the ground.

Cardinale could afford to lose and not spend while Maldini was here. He sure as hell can't afford to lose games, Maldini and still be a broke ass owner.
