really don't know about her history but if getting her tits done made her happier then I think that's a good thing. im a skater so knew a lot of girls who struggled with eating disorders and have a lot of empathy for girls with that kind of insecurity.

Eating disorder is technically a thing but yeah you're right usually it's due to poor self-esteem caused by a poor family enivornment.
I equate getting plastic surgery to fix your problems to doing drugs or chain-smoking. It may fix your problem temporarily but it won't fix it in the long run because people always want more and they will come back for more.
You shouldn't tie your self-worth to something you can't control and you can't just run away from your problems or cover them up forever. Someday you will have to face them, you will have to face yourself.

Other reason it could happen though can be because of depression or grief, or in some cases some people overwork and literally forget to eat.
Also there is actually a genetic basis in some cases but that's something separate from psychological causes.
