The final say for a transfer is on the player, not the club. Remember how Kaka rejected City back then? Even now, the management has accepted at least a couple of offers for Theo but Theo refused to leave. If Deer wanted to respect his 5 year contract, he would have rejected City's proposal. But no, he didn't.

Tonali was a different case, the management did him dirty, they negotiated with Newcastle behind him and persuaded him to leave saying that they need to sell him for the money.
