I wouldn't mind Osvaldo if there is any truth , he get's better each year and while no Ibra .Ibra wasn't as effective at 26 either definitely more so than Osvaldo but he is a good player.

40M, 46M, 50M, 60M... it doesn't matter. At all.

The money will not be reinvested. If we were interested in building a better team, we would not sell TS.

Because to replace TS, you need two great CBs, one great FB, one good FB, and a great anchor. That already is 100M.

Clearly, he's being sold to "balance the budget". That means we'll spend 6-12M on some lame stand-in, and the rest is history.

It bodes poorly for the future of this club. Yes, we must run a profitable club with a balanced budget. But not by selling stars and becoming a worse team. Rather, by making smart investments and negotiating smart contracts.

FYI, look at what happened to Inter after selling Eto'o. Good luck.

If we need money, the first place to start is Robinho. I'd even sell Ibra before TS (30M fee + 20M/year wages saved). That would trump what we'd save by selling Silva (45M fee + 8M/year).

Sky Italia reports that Milan still haven't decided whether to sell Thiago Silva or not.
Sky Italia also reports that Milan will take a few days to evaluate the offer from PSG regarding Thiago Silva

Milan, Aquilani cancels with Liverpool, now can return to Galliani

The future of Alberto Aquilani, writes Corriere dello Sport , AC Milan will be even. The player has in fact terminated its contract with Liverpool and may soon return to wear the Milan shirt. We still lack the details related to the buyout, but the termination will be formally announced in the coming days, when Aquilani will return to deal with Adriano Galliani.

In the past few days there have been discussions about on Milan Channel about how to spend to money from the sale of T. Silva.
On Milan Channel they expect that €25-30m of the money won’t be used on new signings. They’ll be used to balance the books.
€10-12m will be used on a defender. Silvestre, Astori and Ogbonna were mentioned, but another player could be signed instead.
Acerbi could be signed but not from the money that the club gets from the sale of Thiago Silva. €8-10m will be used on a midfielder. Sahin and Strootman were mentioned but another player could be signed instead.

Worst case scenario right now IMHO: the deal with PSG falls apart over a few million, we're all happy for a moment because Silva seems to stay.
But Silva no longer feels appreciated by the club, 'cause apparently all that future captain talk was bullshit. Then Barca comes knocking again, Silva pushes for a transfer and heads off to Barcelona for 30mil tops. None of that would be reinvested, because 30mil is what B&G had planned for balancing the books.

IMHO at this point it's either seal the deal with PSG as quickly as possible and get 45mil plus bonuses, or extend Silva's contract and manifest his position as THE cornerstone of the rebuild.

I won't deny the fact that loosing Silva would be a huge blow, he is a fantastic defender and will likely become even better with age/experience. But if it has to be done, it has to be done.
I'd sell other players, even Ibra, first, simply because few defenders have Silva's quality, and those who do are impossible to sign. Management probably knows that Ibra will want to leave anyway if they sell Silva.

Another important question for me is: would Silva actually want to join PSG? He knows Barca and City want so sign him, why choose PSG? Sure, he'd make a good buck there, but what about perspective? Look at Drogba, he joined Chelsea when he was about Silvas age now, and finally managed to win a CL in his last year of top level football. I'd imagine Silva wants this to happen earlier.
